AMERICAN CREDIT IN EUROfE. THE GERMAN GOVERNMENT BUYS LARGELY OF OCR BONDS. A SATISFACTORY TRANSACTION TO ALL CONCERNED. THE IRRECONCILABLE ALIVE IN SPAIN. Niw York, June 2-Night. The Post financial article, says that the Asao elated Press dispatches from Loudon stating that the Berliu Government has bought from the Syndicate having in charge the negotiation of the new United States fives, $10,000,000 in United States bonds, is confirmed by the members of the ayudicnto here. This oporatiou is likely to havo an im portant bearing, not only O.i the future price of American , securities in Lon don, but on the course of that money market, as the transfer of the money nocessory to pay for these bonds from the account of the Berliu Government at the Loudon Joiut Stock Batik to the syndicate bankers in London will, it ia thought, prevent for the present at Ira it any further shipments of gold from London to Germany. ' The Ber lin Government was probably better enabled to mako this purchase from the fact that the bullion necessary to carry on its coinage operations during the next few months will be supplied by the Bank of Franoe in the three in demnity payments falling due on the 5th of July, August and September. We do not now recall an event in tLa financial world which should be more satisfactory to those interested in the advance of the American credit than, it this, for it shows that the German Government cousiders that our prom ises to rwyjare equivalent in its estima tion to cash in the Bank of London, an acknowledgement which we do not remember to have ever been mode by ono Government to another whero no po litical considerations wore involved and where Governments were not bound by a common interest, such as being allies in time of war. The Bank of England, at the regular weekly meeting of tho Governors this morning, made m change it the mini mum discount rate, which remains at 6 per cent, but firmer. London, July 2 Night. The weak ness of the money markot yesterday is ascribed to the large transfer of funds alluded to above. A special to the Times from Madrid says that there is great alarm in that city in oonseqnenco of the menacing attitude of the Irreconcilables who are known to be intriguing for tho over throw of tho present Government. Troops are concentrated at strategical points and every precaution has been taken to promptly snppress any out breaks that msy occur. THE CHOLERA. What Ik Bmiss lMtTktlsb.a Akm WJlBBBll the PtWh" Wl en Sena, ir Carpenter launches his di nun Nation at the free press of the e untry, and pharisaically com plains bemuse it is free, he echoes the spirit of ih Administrate n iu Louisi aim, where its supporters are engaged in making war through the courts upon thU lust refujje of popular lib erty. Forcriu'iicutiugat the time of the election upon the conduct of Jacob Uawktus, a member of tho JJoanl of Canvassers, as ho deserved, that indi vidual brought au action for libel agaiust the New Orleans Picayune, lavi.iR ins unnaees at SKKMUO. . The case wss brought before Judge Lyuch, who owes him seat on the bench direct ly to the fraudulent returns mado by tio tiswKms jsonru. iiins a Judge assumed to try tho case who was in terested in its issue , quite ra much as Hawkins; and as the laws of Louisiana allow the defendant to prove, if possible, the truth of tho libel iu justiQcstion, his presence on the bench was sufficiently siguifloant of the predetermined result. Iu protect ing the plaintiff Judgo Lynch would onlv bo protecting himself. Hawkins and his Board were denounced for be ing guilty of tho grossest f rand in re turning individuals as elected who never Lad been elected, and a Judge holding his seat bv the very process dononrenl, sits in judgment upon ths denunciation. He not only tried the case, but he bullied the jury like an other Jeffries, ordering them back to confinement when tliey reported their inability to agree, threatening them with perpt tual imprisonment if they did not find a verdict, and, at lost si lencing several of the jurymen who . ubseipiently protosted that they suo cumbed only to superior forco. Six negroes, four Kellogg men and two Democrats, composed this intelligent jury. The Picayune' only course, it is evident, was to establish the truth of the allegations contained in the offen sive matter charged as libellous. To do this it was necessary to prove the false swearing of Hawkins as a mem ber of tho Board of Canvassers. But Judge Lynch peremptorily refused to let the 'counsel atttcmpt it. He would not snffer him to show how tho pro tended returns wero mode up. lio denied him the nie of the very wit nesses upon whom tho IHeaitme re lied. He refused to let Hawkins him self be put upon the stand for the de fendant, fie would not even sutler the cross-examination of the plaintiffs wit nesses, stm his ratings from Cm to lsst were audac'ously partial and in famous. Finally, the Judge ab ruptly told the IHeayune' coun sel that he waa occupying too much time in discussing the admissi bility of evidence, and gave notioe that that branch of the defence should term: nate. And after suppressing every thing that oould bo relied upon by the defendant as evidence, the jury were severely charged and retired. Thoir first impulse was to irive Hawkins seventy-five thousand dollars' dam ages, but tliey disagreed, enme back into oourt, were again hustled out by the Bench, and at length, after four hours' further deliberation, came to a sonclusion. As they were polled one of them desired to make an explana tion; whereupon Judge Lynch vocifer ated: "We do not waut any remarks"; and another juror exclaimed: "Well, Judge, they forced us and we had to give in." And Judgo Lynch sat and received a verdict rendered under pressure, on occurrenoe unheard of in the history of Louisiana jury triuls. But this was not the Worst of this scandalous work. When descending to the jury room the second time, the crier and deputy sheriff, appointed just before by Judge Lynch, slipped into the hand of a juror a paper thus inscribed : "Your friend on Chartres street has $500 for yon, if you will go with the majority. The verdict was for $18,030 damages to Hawkins. Here, then, is justice under tho Kellogg usurpation in Louisiana. It is certainly without a parallel in this country. It was Hawkins who elected Kellogg, precisely as he elected Lynch. Dnrell only recognized tho Hawkins fraud, and the Marshal celled upon tho President to enforce the decree. That the President is just as responsible for this flagrant outrage on common jus tice and decency as he is for Kelloi'cr. through Dnrell and Packard, needs no assertion. The whole combination is bent on breaking down a free prev. and Senator Carpenter simply disclosed the ominous secret. , : ,, .
